When dealing with addresses or locations in Norway, our API uses the following state codes. These codes are based on the ISO 3166-2:NO standard for Norway's counties (fylker).

Usage Notes
- Norway is divided into 11 counties (fylker) plus two special territories (Svalbard and Jan Mayen)
- All codes follow the format 'NO-' followed by a two-digit number
- Oslo serves as both a county and a municipality
- Svalbard (NO-21) and Jan Mayen (NO-22) are special territories under Norwegian sovereignty
- The current county structure reflects the 2020 regional reform that merged several counties
- When specifying locations in Norway in your API requests, please use these exact codes for the county
